Although chapter 14 continues God's condemnation of Babylon, in v. 3 the focus shifted from the entire nation to the king. Some believe the passage shifts again to a focus on Satan in v. 12. While this is possible, though not certain, we need to make sure that we don't lose sight of the application for us today: leaders at every level are responsible for the actions of those under their authority.
